QUESTION #4 – OBJECTIVE FOUR
a) Past activities of the police that may promote the negative views:-
1. Corruption – Police officers accepting money as a reward for not executing their duty. Turning a blind eye to drug traffickers engage in illegal trade. Accepting payments from traffic offenders in exchange for no prosecution.
2. Lack of police visibility – Only seen on foot patrol during specific events and only a few mobile cars seen in high crime areas.
3. A lack of follow up investigations – Police take too long to complete investigations and there are no follow ups.
4. The police attitude and communication skills are poor.
5. Insufficient resources – not enough man power and police vehicles to service the public.
6. Breach of the law – Officers who enforce the law are sometimes the very ones that breach the law.
7. Poor response to call out – Citizens complain that the dispatch time to incidents are too slow and creates frustration.
8. Deportment: Police deportment is poor, Reports of poor manners and uncouth behavior.
9. Inadequate services – The public wants the police to be available for major crimes as well as minor crimes.
10. Bias – Usually investigating allegations against the police are done by the police themselves, questioning their objectivity.
11. Communications – The telephones at the local stations were not manned and the main switch board at police headquarters during working hours is on an automated system.
12. Unethical Behavior – Police are accused of buying numbers in uniform, soliciting from business establishments, associating with undesirables, smoking marijuana, drinking whilst on duty etc.
b) Activities which the police are engaged to change the poor perception
1. Police visibility: Increased mobile, foot and bicycle patrols.
2. Policy Launched: A policy on corruption, dishonesty and unethical behavior launched to stem the scourge.
3. Education – Training/seminars held for front line supervisors, mid-managers and managers dealing with effective management of resources, responding to community needs and enforcement of police code of ethics.
4. Community awareness – Visits to neighborhood crime watch groups, schools, churches etc. to address crime prevention, and other pertinent issues as it relates to the safety of the community.
5. Community policing initiative – Partnering with the community partnership in the fight against crime and other social ills.
6. Consultative Branch established – Formed in all policing districts, to be the lobbyist between the community and the police
7. Independent civilian board formed: - Consists of three distinguished citizens form the community to oversee investigations of complaints against police officers by the public or colleagues, ensuring fairness.
8. Media Coverage: Dissemination of crime prevention information.
9. Devolution: Responsibilities handed to commanding officers to police their districts and manage resources at the divisional level.
10. Social activities: Police athletic teams participate in various sporting leagues.
11. Pilot Project: Introduction of the Farm Road Community Project, which is now adopted by several communities.
c) Roles which civic minded individuals can play to assist the Police Force
1. Cooperation – Report all illegal activities and crimes to your local police station or beat officer.
2. Brothers/Sisters Keeper – Communicate with community officers to set up crime watch groups.
3. Voluntary Services: Assist the community officers by making sure the youth in the neighborhoods are involved in some constructive activities.
4. Clean up Campaign – Maintain a clean environment by involving the old and young in clean up campaigns
5. Business Establishments – Can assist financially by employing young persons on school breaks, keeping them active and away from idle behavior.
6. Soup Kitchen – Assisting agencies with outreach programs; e.g. feeding the elderly.
7. Education – Become a bench mark for excellence and assist troubled youths
8. Town Meetings – Attend local constituency meetings and let your voice be heard
9. Get to know your neighbors, and maintain a healthy working relationship, to promote community upliftment and togetherness.
